No. GunVaultHQ produces a classification call with the controlling regulation cited, designed to refuse below confidence rather than guess. It is not legal advice; the controlling authority and the operator's counsel own the final determination.

What happens when the substrate isn't confident?

It abstains. A governed classification refuses below a confidence threshold rather than emit a guess — an unsupported export-control call is the kind of error that ends a business, so the design fails closed to 'unverifiable, escalate' instead of a confident wrong answer.
